Biotech in Qatar
A first look into the deeptech landscape in Qatar.
This is the first of a planned series of the deep tech industry in the Gulf.
The pace at which the Gulf Cooperation Council (GCC) countries have developed new infrastructure to support innovation is astounding. At times when science and education policies has been deprioritised in the US, it is imperative that we look to other nations that are not following in the footsteps of a previous stronghold that has grown too comfortable.
This article is by no means a comprehensive overview of all the programs, initiative, or partnerships that has been happening in Qatar currently. It is more of an exploratory look into the life sciences/biotech industry, a field that I am currently part of.
Brief intro to Qatar
A 2024 estimate puts the population at 3,173,024, with around 14% to be Qatari citizens. It has the fourth-highest GDP (PPP) per capita in the world, with the world's third largest reserves of oil and natural gases. As part of the GCC, Qatar is not without its fair share of diplomatic issues with fellow member states, which lends to a good dive into the rabbit hole if one were inclined.
Early life sciences/biotech landscape in Qatar
To understand how Qatar has become so successful, we must first understand the state-led foundations and their developmental strategy: The Qatar Investment Authority (QIA). The QIA is the Qatari sovereign wealth fund founded to diversify the economy away from energy prices into newer avenues of assets. Needless to say, healthcare is one of these classes that has been growing, along with luxury tourism in North Africa, aviation, and AI (obviously). Of course, the actual amount invested in biotech has not been disclosed, but it wouldn't surprise me if billions has been poured into venture capital firms in the US.
Qatar Foundation (QF)
The Qatar Foundation (QF) is a state-led non-profit organization founded by Sheikh Hamad Bin Khalifa Al Thani and his second wife Sheikha Moza bint Nasser. The Sheikha is the brainchild of many of Qatar's investments and ventures in science, education, and arts.
In 2001, QF kicked off biomedical-focused partner universities with Cornell to from Weill Cornell Medicine - Qatar (WCM-Q) in Education City. To date, 641 doctors have emerged from WCM-Q since its inauguration graduation ceremony in 2008. Other US-Qatari educational partnerships include Texas A&M, Carnegie Mellon, Georgetown University, not without its fair share of controversy in the US, which I would recommend reading about!
As of 2023, the focus of QF in the field of biotech seems to be precision health, which cumulated in Qatar Precision Health Institute (QPHI), few projects which are listed below:
Qatar Biobank (QBB) is a population-based long-term study that collects biological data from Qataris and long-term residents (> 15 years of living in Qatar) every 5 years. Established by Qatar Foundation and the Qatar Ministry of Public Health in collaboration with Imperial College London, the goal of this study to assess exposures with disease development to guide policymakers in the development and implementation public health strategies. QBB is the first population-based prospective cohort study in the Gulf region, and is the largest Arab cohort-enrolled worldwide. Diabetes, dyslipidemia, hypertension are the top three most prevalent communicable diseases (Thani, 2019). I also tried to find some more information about the Qatar Genome Research Consortium and the Qatar Genome Program, but there was very limited information and a lot of dead links.
Another QF member, Sidra Medicine, has announced at Arab Health 2025 of the establishment of a Gene Therapy Centre to treat genetic diseases, focusing on spinal muscular atrophy (SMA) and Duchenne muscular dystrophy (DMD). In the GCC region, especially Saudi Arabia, consanguinity rate is high and the incidence of SMA has been predicted to be 40-fold higher than in Western populations.
The Qatar Biomedical Research Institute is part of Hamad Bin Khalifa University (HBKU), which is another QF member. The current research focus is on neurological disorders, especially autism, diabetes, and breast cancer.
Qatar Investment Authority (QIA)
The recent announcement of a 10% passive ownership stake in Intel, worth $8.9B is rudimentary when compared to the sovereign fund, Qatar Investment Authority (QIA), of its ~$500B assets.
How much is actually invested in healthcare, life sciences, and biotech? I would love to know the distribution as well as the returns, similar to Norway's Government Pension Fund Global. In the meantime, here is a list of investments made by the QIA in the past 2 years:
In July 2025, the QIA has invested $132M into a Series B funding round for Artbio, which is a clinical-stage radiopharmaceutical biotech company that is working on a class of alpha radioligand therapies (ARTs) for treating cancer. Along with other investors, the QIA has also invested $250M in Kardium, known for the Globe Pulsed Field System that makes use of a catheter which integrates mapping and ablation for atrial fibrillation. In March 2025, the QIA was involved in a $150M Series B fundraising round for Latigo Biotherapeutics. In August 2024, a Series B financing round raised $200M for Outpace Bio, a cell therapy company using AI-protein design to program T cells to treat solid tumours.
In June 2024, Iambic Therapeutics added $50M in a Series B financing for AI drug discovery. Also in June 2024, a Series C round added to $90M in Bright Peak Therapeutics for cancer immunotherapy.
Venture Capital Firms
Qatar's Prime Minister Sheikh Mohammed Al Thani launched the QIA Fund of Funds ($1B) in February 2024 to bridge Series A to C funding gaps while positioning Doha as a gateway into connecting the GCC to the next wave of global innovation.
Six venture firms have been selected to lead the program: B Capital, Builders VC, Deerfield Management, Human Capital, Rasmal Ventures and Utopia Capital Management.
London-based Utopia Capital Management will open its Middle East headquarters in Doha. This investment is one of the first capital deployments from the Fund of Funds program.
UTOPIA’s Middle East fund has raised $40 million so far and plans to invest up to $850,000 in early-stage companies, she said. It is currently conducting due diligence on a Qatari health tech startup founded by a Tunisian entrepreneur who plans to expand into Africa. “As an emerging markets platform of funds, we are sitting here in Qatar but bringing innovation across markets,” she said.
Deerfield Management, which specializes in life sciences and medtech, will set up a regional office in Doha by mid-2025 to serve as a resource hub for healthcare ventures. There are also plans to create a healthcare startup accelerator to help entrepreneurs analyze market research and advance product development, which will culminate in a pitch competition to share ideas with interested shareholders.
First thoughts
I have barely begun to scratch the surface of Qatar's history, let alone its contributions to the world of deeptech. We are learning more about diseases at an exponential pace, and the current market sentiment is that the biotech bubble has burst. I'd love to dive deeper into the policies in place to ensure Qatar's continued dominance in the GCC/MENA region in the context not only in biotech, but also in other aspects of trendy buzzwords like AI, and learn about any long-term strategies are put into play to counteract the fluctuating pains/gains that is inherent to a field of VC speculation and policy changes.
